NOTICE is hereby given pursuant to Section 87 of the Local Government Act 1972 that a vacancy exists in the office of Councillor for the above mentioned Community Council.

An election will be held to fill the said vacancy if within fourteen days from the date hereof notice in writing of a request for such an election is given by ten electors for the electoral area of the said Community Council to the Chief Executive, Carmarthenshire County Council, Block 4, Parc Myrddin, Richmond Terrace, Carmarthen, as the Proper Officer of the County Council.

If no election is requested as aforesaid, the vacancy will be filled by the Community Council pursuant to the provisions of the Local Elections (Parishes and Communities) Rules, 2006.

A request for an election signed by ten electors must be delivered to Block 4, Parc Myrddin, Richmond Terrace, Carmarthen SA31 1HQ on any day after the date of this Notice, but not later than 24th September, 2021. If an election is requested, the election will be held within sixty days of the date of this Notice.

A site meeting of Talyllychau Community Council was held on the Community Field in Tuesday 7th September, 2021 at 7 p.m. The following members were present: Marged Bowen (Chair)  Janine Roberts, John Williams, & Clerk Jane Morgan. Apologies: Rhys Williams & Steve Haines.

Minutes of previous meeting

The minutes of the previous meeting held on Tuesday, 6th July, 2021 were found to be correct.

 

Matters arising

The Old Ash Tree

Photos of Ash Tree in full leaf (August) sent to Arboriculture Officer Stephen Edwards. Reply received advising that he had looked at the tree last month and it is in good health.

Defibrillators

As no contact made with Cariad and also unable to contact the NHS it was agreed that Clerk contact  Manordeilo & Salem Community Council to find out if they have any contacts and what maintenance and checks they do on their defibrillators.

Election of Vice-Chair

As Steve Haines was not present it was agreed to leave until next meeting.

To appoint additional account signatories. On checking the mandate it was found that Pauline George was already a signatory. Rhys Williams agreed that his name be added. 

Flashing Speed lights at each end of the village and double yellow lines outside Dyffryn Ig. Reply received advising that they have asked a team to investigate and reply direct to Council.

Parish Churchyard Ownership

Following enquiries with “One Voice Wales” they replied as follows:

It is necessary to get to the bottom of the ownership of the cemetery. Ownership will then need to be formalized through a Solicitor. The Council has a legal power to contribute to the maintenance of a cemetery such as: a. ‘Open Spaces Act 1906.’ b. ‘Local Government Act 1972. ‘The Council also need to be careful that any contribution made financially is towards the cemetery only (and not to the Church in particular) their advice is that it is illegal for any Council to support any Church/Chapel through a direct financial donation.

Churchyard Clerk

One Voice Wales advised that there is no legal need to advertise the role of managing the cemetery in public, but it would be good practice that the role be advertised on the website for local people. Chairman & Clerk to draw out a Notice of Vacancy and forward to all Councillors for perusal before putting on the Website and in both Notice Boards. As agreed payment of £20.00 be paid for every funeral.

Public toilets

The Council need to be careful that any contribution made financially is towards the toilets only and not to the Church in particular.

Code of Conduct Training

Jane Morgan (Clerk) attended the session on the 21.07.2021 at 2 p.m. Letter received enclosing “A copy of the bilingual training presentation. A copy of the note on recent code of conduct cases. A feedback questionnaire.”

Letter received from Reverend Tim Nelson on behalf of Talley4Refugees read out and discussed. Next meeting to be held at Talley Church Hall on 22nd September, at 7p.m. also there will be a fund-raising event on the 2nd October.

Notice of Vacancy in the Office of Community Councillor dated 6th September, 2021 received from Carmarthenshire County Council has been put on the Website and in both Notice Boards.

Planning

Matters arising

Minutes of 4th May 2021 and 22nd June 2021.

The Old Ash
Tree. Further to our correspondence to Carms. C.C. and their reply asking to send a photo of the Ash Tree in full leaf (August). Copy of correspondence sent to Carms. C.C. by Talley Community Amenity Association and reply received discussed. Carms, C.C. would like to establish who owns the strip of the land where the tree is. It was agreed that Councillors would have a look and report back.

Community Field
Western Power had been out and cut the top of the tree that was growing very close to the Electricity lines. It was agreed to keep an eye on the tree as it would grow higher again. It was agreed to hold a further site meeting on the Community Field at 7 o’clock before our usual meeting at 7.30 p.m. on the 7th September 2021. 

Defibrillators
Just before the lockdown it had been agreed to contact Cariad who had installed the Defibrillators to hold further training sessions. Unfortunately no reply received and then due to lockdown training would not be possible. Following further discussion and correspondence received from a member of the community it was agreed to make further enquiries regarding training. If no reply received from Cariad then Clerk to contact the NHS.  The Chairman thanked Wyn Edwards for checking and cleaning both Defibrillators in the village.

Cheque processed incorrectly - Bank error. Clerk advised that due to bank error made that the Bank had paid £25.00 into the Council’s bank account.

Audit Notice to be placed in both Notice Boards and on the Website by 06.08.2021.

To elect Officers 2021/22. Agreed that Marged Bowen be elected as Chair. Marged Bowen thanked everyone for their support. Agreed that Steve Haines be elected as Vice-Chair. As Steve was not present it was agreed that the Clerk contact Steve and ask whether he would accept the post of Vice-Chair.


Latest Bank Statement and Payment requests 

Balance of account as at 22.06.2021 £7,932.33. It was agreed to pay the following. Clerk’s Wages £177.23 HMRC £44.40. M & J Maintenance t/as Grave Concerns (June Churchyard Grass Cut) £600.00. Talley Parish Church Council £10.00 (Hire of Church for meetings). As the Council would not be meeting in August it was agreed that the following payments be made on the 3rd of August. Clerk’s Wages £177.23 HMRC £44.40. M & J Maintenace t/as Grave Concerns (July Churchyard Grass cut) £600.00 following inspection by Chair.

To appoint additional account signatories. It was agreed that Pauline George, Rhys Williams & Steve Haines be added.

Nomination of Minor Authority Representative. One Additional Community Governor has been appointed on the new Governing Body for the Federation of Cwrt Henri, Ffairfach and Talley Schools.

Code of Conduct Training for Town and Community Councils. They require names and e-mail addresses of Council members that wish to attend by 12.07.2021.

Planning

Rhys Williams declared an interest and left the meeting. C.C. Joseph Davies did not take any part in the discussion of the following applications.

PL/02030 – Retention of milking parlour as built – Glan Yr Afon Ddu Ganol, Cwmdu, SA19 7DR.
No comments were made.

PL/02031 – Retention of agricultural building as built – Glan Yr Afon Ddu Ganol, Cwmdu, SA19 7DR
No comments were made.

Rhys Williams re-entered the meeting.

Public Toilets.
The Vicar Rev. Tim Nelson had requested permission to address the Council and this had been agreed. He advised that the Church was interested in taking over the Public Toilets and they were asking for financial support from the Council. It was agreed that the Council would offer support.

Parish Churchyard. Ownership
Following perusal of documents held by Council regarding the ownership of the Churchyard by Marged Bowen Chair. E-mail from Marged had been circulated to all Councillors and was discussed. It was agreed that further investigations need to be carried out to clarify. It was agreed that the Vicar Rev. Tim Nelson make enquiries to see if he is able to find out any further information regarding ownership.

Appoint Churchyard Clerk.  
As the Community Council Clerk or any of the Councillors present were not interested in taking over the role of Churchyard Clerk discussion took place re advertising. Agreed that as none of the Councillors were interested that a payment of £20.00 be made per funeral. Proposed that the two Councillors that were not present should be offered the role first and if they were not interested that the Vicar then goes to the members of the Church to see if anyone is interested before advertising further. This was agreed.


Any other matters

Proposed and agreed that an application be made to Carms. C.C. for double yellow lines to be put outside the houses at Dyffryn Ig.

Proposed and agreed that the Clerk enquire re the putting up of flashing speed lights at either side of the village.

There was no further business and the meeting closed at approx. 10.10 p.m.

Next meeting to be held on Tuesday, 7th September,2021 at 7.30 following site meeting on Community Field at 7 p.m.

 

 

A meeting of Talyllychau Community Council was held at St. Michael’s Church on Tuesday 22nd June, 2021 at 8 p.m.

The following members were present: Councillors: Marged Bowen (Vice-Chairman in the Chair). John Williams, Steve Haines & Jane Morgan Clerk. Also present the Vicar Revd. Tim Nelson. Apologies received from Janine Roberts and C.C. Joseph Davies.

Marged Bowen asked everyone to stand and a minute silence was held in memory of Councillor Sarah Walters.

Declaration of interest. Clerk Jane Morgan declared an interest - Item 8 Planning.

Minutes of previous meeting were found to be correct.

It was agreed to leave matters arising until the next meeting.

Balance of Statement issue date 28/05/21 £7,907.33. This includes precept received of £3,333.34.

Cheque £96.55 payable to Trywydd processed by Bank as £95.66. Difference 89p. Following numerous telephone conversations regarding this, and being advised they would arrange this to be amended, nothing has happened.  The matter has now been passed on to the Complaints Department. Following discussion it was agreed that the quickest way to resolve this now was to send Trywydd a cheque for 89p. It was agreed that a cheque for 89p be sent to Trywydd.

It was agreed to pay the following: Clerk’s Wages £177.43. HMRC £44.20.  M & J Maintenance -Churchyard grass cut £600.00. Internal Auditor fees £245.00. Information Commissioner – Data Protection fee renewal £40.00.

The Clerk presented the Internal Audit Report for the year ended 31st March 2021.

The purpose of the audit was to review the financial propriety and governance arrangements of the Council in accordance with proper practices as set out in the One Voice Wales/Society of Local Clerks’ publication “Governance and Accountability for Local Councils in Wales – A Practitioners Guide (2019).

Main Findings. The control objectives tested proved to be satisfactory and as a result there are no matters needed to bring to the attention of the Council on this occasion. Conclusions are reflected in the internal auditor’s report on pages 6 and 7 of the 2020/21 Annual Return and are based on tests conducted – schedule attached.

Audit Opinion. Assurance can be expressed in the governance arrangements and the financial statement of Talley Community Council for the financial year 2020/21.

Annual Governance Statement Completed. Certification by the RFO completed. Approval by the Council completed.

Notice received re Community meeting for residents of Talley and Cwmdu, Thursday June 24th at 7 p.m. in Talley Church – Talley for Syria.

E-mail received re Defibrillators discussed. It was agreed to send a reply.

Thank you letter received from Ieuan Wyn Davies Cadeirydd y Cyngor for the donation.

E-mail received from Peter Knott advising that after more than a decade of running the village website on a voluntary basis the time has come to hand over the reins for someone else to be in charge. The domain for talyllychau.org.uk was up for renewal 18th May and the hosting package 26th June. Mr. Knott was thanked for all his work over the past years.

Planning. Jane Morgan (Clerk) vacated the meeting.

Application PL/01924. Cwmglaw Bungalow, Talley. Lawful development. Existing use. No comments made. Jane Morgan (Clerk) re-entered the meeting.

Any other matters and date of next meeting. Marged Bowen thanked the Revd. Tim Nelson for the use of the Church and for getting everything ready before the meeting making sure COVID-19 Rules & Regulations were followed. Agreed that £10.00 be paid to Talley Parish Church Council for the use of the Church. It was agreed to hold the next meeting Tuesday 6th July, 2021 at the Church at 8 p.m.  There was no other business and the meeting closed at approx. 9.10 p.m.

A remote Annual General Meeting of Talyllychau Community Council was held by Zoom/Telephone Conference on Tuesday 4th May, 2021 at 8 p.m.
The following members were present by Zoom: Janine Roberts, Pauline George, Steve Haines, Rhys Williams, C.C. Joseph Davies & Jane Morgan (Clerk). By telephone: Marged Bowen & John Williams. Apologies: Sarah Walters.

It was proposed and agreed that Janine Roberts take over as Chair for the meeting. Declarations of Interest. Jane Morgan. Item 10 Clerk’s Salary.
Minutes of meeting 06.04.2021 were confirmed as correct.
Matters arising.

The Old Ash Tree. Reply received from Carms. C.C. advising that due to the Ash die back in the country, it is expected to loose at least 95% of our Ash trees. At the moment they are not considering Ash trees to be covered by TPO’s. They ask that we send a photo of the Ash tree in full leaf (August). It was agreed to take a photo as requested and forward in August.

Up-date received from Dyfed Powys Police discussed.
C.C. Joseph Davies will enquire re Planning at Troedrhiwlas.Talley.
Community Field. Site meeting was held at 7 o’clock as arranged. Present: Janine Roberts, John Williams & Jane Morgan Clerk. To be put on Agenda to be discussed at next meeting. Clerk to report to SWALEC/Western Power that there is a tree that has grown very close to the Electricity Lines.

Notice dated 28.04.2021 of Precept payment of £3,333.34 received.
Audit of Accounts 2020-21. Notice received advising that the new arrangements will be deferred for one year. The new arrangements will therefore apply for the audit of the 2021-22 accounts.
Code of Conduct Training. This will be held online utilizing Microsoft Zoom. Clerk to reply that members would be interesting in attending an online event and would prefer an evening session.
Request for Code of conduct data completed.

Clerk’s Salary. Jane Morgan Clerk left the meeting. It was agreed to increase the Clerk’s monthly wage by 5% (£10.55) from £211.08 gross to £221.63 gross to commence next payment.
Jane Morgan Clerk returned to the meeting.
Steve Haines left the meeting at 9.30 p.m.
There was no other business and the meeting closed at approx. 9.45 p.m.
Next meeting to be held on Tuesday 1st June, 2021 at 8 p.m. Clerk to make enquiries with One Voice Wales to see whether this can be a face to face meeting. The Vicar Tim Nelson has advised that we are welcomed to use St. Michael’s Church for meetings.

The minutes of the previous meeting were found to be correct.

Matters arising.

Planning. Subject: Pl/0000073-Planning application re-consultation. Proposed sustainable earth domes with ancillary unit and bike storage area – Rhyd Ar Wen, Cwmdu. Re-consultation:Amended Plans/Additional Information received. Following further information from C.C. Joseph Davies which was forwarded to Councillors there were No comments made.

Blocked culvert between Maerdy farm and Penybanc Farm Reply received from Carms. C.C. advising that a Highway Inspector will check this out and action as necessary.

Latest Bank Statement and payment requests. Balance on Statements as at 25.03.2021 £6,081.91. Agreed to pay the following: Clerk’s Wages £168.88. HMRC £42.20. Trywydd Translation Service £33.55. Letter received from Cylch Meithrin Llansawel asking for assistance. Agreed that £100.00 be donated. Un Llais Cymru – A Guide to our Services received.

Letter from Royal British Legion Llandeilo who are raising money to purchase and install 2 commemorative benches in commemoration of D T Davies OBE MM. and also the Royal British Legion, which is celebrating 100 years this year.

Letter from Carms. C.C. Re: Public Notice – Proposed Imposition of Stopping Outside Schools.

E-mail received from Trevor Watson advising that a group of local residents have discussed the possibility of offering to assist a family of refugees to relocate to the Talley area. They would like the Council’s opinion on the matter. It was agreed to reply as follows: “The thoughts of the Councillors were mixed on the matter. They are of course unable to speak on behalf of the Community”.

Churchyard Grass Cut. Agreed to accept the Tender received from M & J Maintenance Trading as Grave Concerns for £600 a cut. Total cost £3,000.

Community Field Grass Cut. Agreed to accept the Tender received from F. Lewis for £120.00 per cut plus 20% VAT.

Annual Balance Sheet. The Balance sheet was forwarded by e-mail to all Councillors for perusal.

Cheque for 96.55 presented through Bank as £95.66. Bank error of £0.89 will be corrected by Bank. Cheque for £100.00 donated to Carms. C.C. Chairman’s Appeal not yet presented. Cheque for £100.00 donated to PTA Ysgol Talyllychau not yet presented. Balance Sheet and Statement of accounts as at as at 31st March 2021 Found to be correct and agreed by all. To be signed by Chairman & Clerk. Balance Sheet to be placed in both Notice Boards and on the website.

Notice of Audit for the Financial Year ended 31st March 2021 received. The Audit General has appointed Monday 20 September 2021 as the date from which electors can exercise their rights. The Annual return must be certified by the RFO and approved by the Council by 30 June 2021.

Margaret Bowen requested to discuss the Clerk’s Wages. Jane Morgan Clerk left the meeting. It was agreed to put on Agenda to be discussed at next month’s meeting. Jane Morgan re-entered the meeting.

The Clerk has found correspondence regarding the Transfer of St. Michael’s Churchyard. It was agreed that the Clerk photo copy the Documents and give to The Vicar.

The Clerk was asked to check with Carms. C.C. If there is a Preservation Order on the old Ash Tree by the entrance to the Lake Field from Langwm end and if not how to go about getting a Preservation Order.
It was noted that a second incident of criminal activity had taken place within the Community. It was agreed to contact the Police for up-dates.

The Community Field footpath has become very difficult to access. Agreed that a Site Meeting be held at 7 p.m. prior to the Remote Meeting of the 4th May, at 8 p.m.

It has been bought to the notice of the Council that an extension has been put up at Troedrhiwlas, Talley on the right hand side of the property. Proposed that the Clerk check with Carms. C.C. re planning. Planning.

Subject PL/01500. Planning application consultation. Proposed steel frame agricultural unit – Derwen Deg, Talley. No comments made.
Janine Roberts declared an interest and left the meeting.

Planning Application. PL/01573. Detached House for local needs use – Land adjacent to Maes y Deri, Talley.

Letter of objection received read out by Clerk.

The minutes of the previous meeting were agreed as correct.
Reply received from Carms. C.C. They will arrange for the culvert by the Old Smithy to be inspected by Structures Dept. for any defect or collapse. Temporary reinstatement will be undertaken at Llether Bridge, until a permanent patch can be undertaken when resources become available.
White lines to be re-instated between entrance to Bryngwyn Farm and Abernaint Farm. The carriageway marking Contractor has been instructed to renew the markings at this location and this will be undertaken when weather and road conditions allow.

Letter received from the Urdd advising that the Eisteddfod Genedlaethol Urdd Gobaith Cymru Sir Gaerfyrddin has been moved to 2023. They also enclosed their Accounts for the year ending 31.03.2019. Regulations regarding payments to Councillors. Following enquires e-mail received from One Voice Wales. An expense is when you reimburse someone for expenses (ie costs) incurred doing a job. If you pay an individual to do a job, the HMRC defines it as employment. You cannot pay a Councillor to do work but an option would be to consider the provision for general expenses payments made by the IPRW for Councillors for specific Council responsibilities.

Payments to members of Community and Town Councils. Following discussion it was agreed that Clerk send out the Opt Out Form to all Councillors so that they can make their decision. Clerk will require the form completed and returned before end of Financial Year if they decide to Opt Out.
Precept Requirement 2021/22. Correspondence forwarded by e-mail to all Councillors for perusal. Budget Review carried out using previous year’s Balance Sheet together with update of Financial Report and estimated expenditure for coming year. Following discussion it was agreed to request a precept of £10,000.00 as previous year.

St. Michael’s Churchyard grass Cut. Following receipt of e-mail from the Contractors suggesting that an extra cut be made due to the volume of grass a discussion took place and it was agreed to reply that there was No objection to them carrying out another grass cut if in their opinion it needs doing. The tender figure however would have to remain the same.

Following discussion it was agreed that J. Morgan Clerk complete and sign the form on behalf of the Council. E-mail received requesting to raise the issue of the problem of residents’ cars being parked on the pavement outside Dyffryn Ig. Following discussion it was agreed to acknowledge receipt and refer to Highways Dept. Carms. C.C.

Internal Auditors Report read out by Clerk. Pleased to confirm that all the prescribed tests in relation to the Council’s internal control systems have been satisfactorily completed and as a result there are no matters he needs to bring to the attention of the Council on this occasion. Annual Governance Statement (Part 1) and (Part 2) Completed. Council approval and certification to be signed by J. Morgan (Clerk) & Janine Roberts (Chairman).
Amended Notice of Audit 2019-20 issued 14 May 2020. Notice of date appointed for the exercise of electors’ rights under the Public Audit (Wales) Act 2004 must be displayed on the Council’s Website by 16th August at the latest. It may also be displayed in a conspicuous place in the area. The notice must remain on display until at least 1st September 2020. Documents will be available on reasonable notice on application to Clerk between 1st and 28th September, 2020.

Concern was shown that many residents had advised that they were not aware of this application. It was agreed to send an e-mail to Planning Dept. Carms. C.C. advising that the following comments made. No display of current application notice. Adjacent properties to application had not received letters. No alternative site offered.
Agreed that Clerk make enquiries regarding Salary Scales and put on Agenda for next meeting.

Change of use of land from Agriculture to a mixed use of Agriculture and Equestrian along with the erection of a Horse Shelter, a building to House Goats and a Menage. LOCATION. Land South of D.L. Williams Building Supplies, Talley. APPLICANTS. Mr. & Mrs. Lavis. Following discussion it was agreed to send the following comments. Concerns were made to the development of The Horse Shelter on the side of the B4302 and would like this reconsidered and situated by the building to House Goats so that the building is less visible from the road. Concerns made that the granting of “Change of Use” could lead to further development. Concerns also made regarding increased use of access. The meeting finished at 9.30 p.m.

Cafwyd hysbysiad, dyddiedig 28 Ebrill 2021 yn nodi bod taliad Praesept o £3,333.34 wedi dod i law.

Archwilio Cyfrifon 2020-21. Roedd hysbysiad wedi dod i law yn nodi y byddai'r trefniadau newydd yn cael eu gohirio am flwyddyn. Byddai'r trefniadau newydd, felly, yn berthnasol ar gyfer archwilio cyfrifon 2021-22.

Hyfforddiant ar y Cod Ymddygiad. Byddai hwn yn cael ei gynnal ar-lein gan ddefnyddio Zoom. Byddai'r clerc yn ymateb gan ddweud y byddai gan yr aelodau ddiddordeb mewn cymryd rhan mewn digwyddiad ar-lein, ac y byddai'n well ganddynt sesiwn fin nos.

Nid oedd yna unrhyw fusnes arall, a daeth y cyfarfod i ben tua 9.45 p.m.

Byddai'r cyfarfod nesaf yn cael ei gynnal nos Fawrth 1 Mehefin 2021 am 8 p.m. Byddai'r Clerc yn holi Un Llais Cymru i weld a fyddai'n bosibl i'r cyfarfod hwn fod wyneb yn wyneb. Roedd Tim Nelson, y Ficer wedi dweud bod croeso i ni ddefnyddio Eglwys San Mihangel ar gyfer cyfarfodydd.

Cafwyd llythyr gan y Lleng Brydeinig Frenhinol, Llandeilo a oedd yn codi arian i brynu a gosod dwy fainc goffa er cof am D T Davies OBE, MM a hefyd ar gyfer y Lleng Brydeinig Frenhinol sy'n dathlu ei chanmlwyddiant eleni.

Roedd llythyr gan Gyngor Sir Caerfyrddin wedi dod i law ynghylch: Hysbysiad Cyhoeddus – Gwaharddiad Arfaethedig ar Stopio y tu Allan i Ysgolion.

Cafwyd e-bost gan Trevor Watson yn nodi bod gr?p o drigolion lleol wedi trafod y posibilrwydd o gynnig cymorth i adleoli teulu o ffoaduriaid i ardal Talyllychau. Roedd am gael barn y Cyngor ar y mater. Cytunwyd i ymateb fel a ganlyn: “Cymysg oedd meddyliau'r Cynghorwyr ar y mater. Ni allant siarad ar ran y gymuned, wrth reswm."

Torri Glaswellt y Fynwent. Cytunwyd i dderbyn y tendr a ddaeth i law gan M & J Maintenance dan yr enw Grave Concerns am £600 y toriad. Cyfanswm y gost £3,000.

Torri Glaswellt y Cae Cymunedol. Cytunwyd i dderbyn y tendr a ddaeth i law gan F. Lewis am £120 y toriad yn ogystal ag 20% TAW.

Mantolen Flynyddol. Anfonwyd y fantolen trwy e-bost at yr holl Gynghorwyr i'w harchwilio.

Roedd siec o £96.55 wedi cael ei chyflwyno i'r banc am y swm o £95.66. Byddai camgymeriad y banc am y swm o £0.89 yn cael ei gywiro gan y banc. Nid oedd siec o £100.00 a roddwyd i Apêl Cadeirydd Cyngor Sir Caerfyrddin wedi cael ei chyflwyno eto. Nid oedd siec o £100.00 a roddwyd i Gymdeithas Rhieni ac Athrawon Ysgol Talyllychau wedi cael ei chyflwyno eto. Cytunwyd gan bawb fod y fantolen a'r Datganiad o Gyfrifon ar 31 Mawrth 2021 yn gywir. I'w llofnodi gan y Cadeirydd a'r Clerc. Byddai'r fantolen yn cael ei rhoi ar y ddau hysbysfwrdd ac ar y wefan.

Cafwyd yr Hysbysiad o Archwiliad ar gyfer y flwyddyn ariannol a ddaeth i ben 31 Mawrth 2021. Roedd yr Archwilydd Cyffredinol wedi pennu dydd Llun 20 Medi 2021 yn ddyddiad y gallai etholwyr arfer eu hawliau. Byddai'n rhaid i'r ffurflen dreth flynyddol gael ei hardystio gan y Swyddog Ariannol Cyfrifol a'i chymeradwyo gan y Cyngor erbyn 30 Mehefin 2021.

Gofynnodd Margaret Bowen am gael trafod cyflog y Clerc. Gadawodd y Clerc, Jane Morgan, y cyfarfod. Cytunwyd i roi hyn ar yr Agenda i'w drafod yn y cyfarfod nesaf. Daeth y Clerc, Jane Morgan, yn ei hôl i'r cyfarfod.

Roedd y Clerc wedi dod o hyd i ohebiaeth yn ymwneud â throsglwyddo Mynwent Eglwys Sant Mihangel. Cytunwyd y byddai'r Clerc yn llungopïo'r dogfennau a'u rhoi i'r Ficer.

Gofynnwyd i'r Clerc wirio gyda Chyngor Sir Caerfyrddin a oedd Gorchymyn Diogelu ar yr hen Onnen wrth y fynedfa i Gae'r Llyn o gyfeiriad Llangwm, ac os nad oedd, sut y dylid mynd ati i gael Gorchymyn Diogelu.

Nodwyd bod ail achos o droseddu wedi digwydd yn y gymuned. Cytunwyd i gysylltu â'r heddlu i gael yr wybodaeth ddiweddaraf.

Roedd wedi mynd yn anodd iawn cael mynediad at lwybr troed y Cae Cymunedol. Cytunwyd y byddai cyfarfod safle yn cael ei gynnal am 7 p.m. cyn y cyfarfod o bell ar 4 Mai am 8 p.m.

Daeth i sylw'r Cyngor bod estyniad wedi cael ei godi yn Nhroedrhiwlas, Talyllychau ar ochr dde'r eiddo. Cynigiwyd bod y Clerc yn gwirio gyda Chyngor Sir Caerfyrddin ynghylch y cais cynllunio.

Nid oedd unrhyw fusnes arall, a daeth y cyfarfod i ben am 9.35pm. Cynhelir y cyfarfod nesaf nos Fawrth 1 Medi 2020 am 8pm.

Yn dilyn cyfarwyddyd a gafwyd yn sgil y Coronafeirws, cynhaliwyd cyfarfod o Gyngor Cymuned Talyllychau o bell trwy gynhadledd fideo/ffo?n nos Fercher 20 Mai, 2020 am 7.30pm.
Roedd yr aelodau canlynol yn bresennol: Trwy fideo – y Cynghorwyr Janine Roberts (Cadeirydd), Sarah Walters, Pauline George, Steve Haines, Rhys Williams, y Cynghorydd Sir Joseph Davies a Jane Morgan (Clerc)

Roedd wedi'i gadarnhau y bydd Eisteddfod Genedlaethol Urdd Gobaith Cymru Sir Gaerfyrddin 2021 bellach yn cael ei chynnal yn 2022.
Oherwydd y Coronafeirws bu’n rhaid canslo’r Cinio Blynyddol.
'Pecynnau Dechreuol' Lleoedd Lleol ar gyfer Natur. Cadarnhawyd y byddem yn gymwys yn unig ar gyfer y Pecynnau Dechreuol ar gyfer Cynghorau Tref a Chymuned. Nid oedd unrhyw gamau pellach wedi'u cymryd.

Cafwyd cadarnhad gan Eisteddfod Genedlaethol Urdd Gobaith Cymru Sir Gaerfyrddin 2021 ar gyfer taliad o £300.00. Byddai tlysau yn cael eu dyfarnu i'r cystadlaethau canlynol: Parti Deusain Bl 6 ac iau. Grw?p Llefaru Bl 10 a dan 19 oed. Unawd Telyn Bl 6 ac iau.
Y ffordd rhwng y fynedfa i Fferm Bryngwyn a'r fynedfa i Fferm Abernant. Dywedodd y Cynghorydd Sir Joseph Davies fod y Cyngor Sir yn ymwybodol o'r broblem.
Ras Hwyl Talyllychau. Dywedodd y Cadeirydd fod Sarah Walters wedi siarad a? David Thomas, y trefnydd, a gadarnhaodd na fyddai'r Ras Hwyl yn cael ei chynnal eleni.

Gallai'r swm yswiriant o £1,278.83 ar gyfer y Toiledau Symudol gael ei ddileu gan nad oeddent bellach yn gyfrifoldeb y Cyngor Cymuned. Y Toiledau Symudol i'w dileu hefyd o'r Rhestr Asedau.

Roedd hysbysiad wedi dod i law mai'r ffigur Band D ar gyfer y gymuned yn 2020-21 o ran Rheoliadau Awdurdodau Lleol (Cyfrifo Sylfaen Treth Gyngor) (Cymru) 1995 fyddai £247.00.
Gofyniad Praesept 2020-21. Roedd yr ohebiaeth wedi cael ei hanfon ymlaen trwy e-bost at sylw'r Cynghorwyr. Roedd y gyllideb wedi cael ei hadolygu gan ddefnyddio Mantolen y flwyddyn flaenorol, ynghyd a?'r Adroddiad Ariannol diweddaraf a'r gwariant a amcangyfrifid ar gyfer y flwyddyn a oedd i ddod. Yn dilyn trafodaeth, cytunwyd y dylid gwneud cais am braesept o £10,000.
